Highway and Infrastructure Glossary
Definitions scoped to United States highway practice, written for reading a project document rather than for winning an argument about vocabulary.
Terms here are defined as the field uses them, which is narrower than a dictionary and more useful in front of a set of plans. Where a term carries a federal definition with regulatory force, the entry says so. Where it is a term of art with soft edges, the entry says that instead, because an acronym expanded confidently is a common way to get a document wrong.

None of its text is reproduced. These definitions were written for this site, any figure inside one carries its origin, and thirteen entries link to the article that treats the term at length. Terms and acronyms
- AADT
- Annual average daily traffic. The count of vehicles passing a point in both directions across a full year, divided by the days in it, so one number stands for weekday peaks, weekend lulls and seasonal swings alike. It is the traffic input behind capacity analysis, pavement thickness and benefit calculations, and by construction it conceals the variation that decides whether a road actually fails on a Friday evening.
- AASHTO
- The American Association of State Highway and Transportation Officials, a membership body of the state transportation departments rather than a federal agency. It writes much of the design literature the profession works from, including the geometric design volume the trade calls the Green Book. Federal regulation gives named AASHTO editions binding force by adopting them by reference; AASHTO issues nothing enforceable on its own authority.
- AEP
- Annual exceedance probability. The chance that a flood or rainfall magnitude will be equalled or exceeded in any single year, written as a decimal or a percentage. A 0.01 annual exceedance probability describes the same event as a 100-year return period. Hydraulic guidance prefers the probability form because the year label invites a reader to assume a schedule that the underlying statistics never promised.
- Alternative Fuel Corridor
- A federal designation applied to highway segments where electric charging or alternative fuelling is available or planned along the route. The designation supplies the geography for federal charging policy rather than money of its own, and it survives as the durable part of that policy: corridor status outlasted several rounds of program guidance about who builds the stations and to what standard.
- Base course
- The compacted layer of aggregate or bound material between the subgrade and the surfacing, carrying wheel loads downward and spreading them out. Its stiffness, drainage and frost resistance carry pavement performance that the visible top layer gets credited with. Long-life specifications sometimes handle it by exclusion: at least one state bans cement-treated base outright on slab cracking and pumping grounds.
- Binder grade
- Asphalt binder is specified by performance grade, written as a high and a low temperature the binder must tolerate, as in PG 64-22. Selection starts from the climate at the site and is then adjusted upward for slow-moving or standing traffic and for very high volumes, a move the trade calls bumping the grade. The same lever is now sometimes reached for as a warming adaptation, which is a repurposing rather than a design intent.
- CMGC
- Construction manager/general contractor. The agency buys preconstruction services from a builder during design, chosen on qualifications or best value, negotiates a construction price once the design or a package of it is complete, and the same firm then builds the work. Design still reaches full completion under this method; it simply no longer has to be shaped as a document that competing strangers can price identically.
- Culvert
- A closed conduit carrying water beneath a road embankment, sized from a design storm rather than from the channel it replaces. Culverts fail hydraulically when the design event is exceeded and structurally when the barrel deteriorates or the fill around it washes out. The national bridge inventory carries condition ratings for culvert components, so larger ones are inspected on much the same footing as bridges.
- Design-bid-build
- The traditional sequence. Design is bought under one contract and construction under another, bidders price a finished set of plans, and the two phases do not overlap. Across the 291 completed projects in one federal study this method was a unit-price contract 93 percent of the time, which leaves quantity risk with the owner and makes the change order the ordinary way surprises get absorbed.
- Design-build
- A single entity contracted for design and construction together under one contract. Awards are usually lump sum, which moves quantity risk to the builder, and the design is often far from finished when proposals are requested: of the design-build projects in one federal study that reported it, more than three quarters had design under 30 percent complete at the request for proposals. The comparison with design-bid-build turns on who holds which risk.
- Diamond grinding
- Cutting a thin layer from a concrete pavement surface with diamond saw blades to restore ride quality and surface texture without adding structure. Some agencies design for it in advance by treating the top inch of slab as sacrificial, which turns a future intervention into a planned event rather than a repair, and one state sets a measured roughness trigger for requiring it.
- EPD
- Environmental product declaration. A standardized disclosure of a product's environmental impacts, prepared under a product category rule and normally verified independently. A cement, a binder, an aggregate or a plant-produced mixture can carry one; a finished pavement cannot, because no product category rule covers the assembled road. How road materials disclose their carbon follows the consequences of that gap.
- ESAL
- Equivalent single axle load. A conversion expressing mixed traffic as a count of 18,000-pound single-axle passes that would do equivalent damage over a pavement's design life. The equivalence factors trace back to a road test run between 1958 and 1960, which is why the currency is old even where the pavement is new. Truck-driven design rests on it.
- FAF
- Freight Analysis Framework. FHWA's national account of goods movement by commodity, mode and origin-destination pair, assembled by combining survey data with modelling and released in numbered versions with a base year and forecasts. Every figure below the national total is modelled rather than observed. Ranking freight corridors shows what that limitation costs an analyst.
- FARS
- Fatality Analysis Reporting System. The federal record of fatal motor vehicle traffic crashes, built by trained state analysts who translate police reports, death certificates and other state paperwork into standard fields. It holds a record for every qualifying crash rather than a sample, and its categories are revised between years, so a long series is not automatically comparable end to end. - Freeboard
- Vertical clearance between a design flood water surface and the underside of a structure. Federal regulation calls for it where practicable rather than always, and the qualifier is substantive: hydraulic guidance treats a design allowing short-duration overtopping of an embankment as sometimes carrying the better risk profile. Flood resilience in design sets out where the discretion sits.
- Functional classification
- The grouping of roads by the service they provide, running from long-distance through movement to local property access, and used to set design expectations and to choose comparison groups in analysis. Two roads of one class can differ enormously in traffic, geometry and condition, so the classification is an administrative category rather than a measure of quality.
- Green Book
- The trade name for the AASHTO volume on geometric design, catalogued as GDHS-7 in its seventh edition, and the reference behind sight distance, curvature, grade and cross-section decisions. It acquires mandatory force only where regulation adopts a named edition by reference, which is the mechanism by which a document written by an association of state agencies governs federally funded design.
- HPMS
- Highway Performance Monitoring System. The federal repository of state-reported highway inventory, condition and travel data, part full census and part fixed sample depending on the attribute in question. Submission deadlines are staggered by system, with interstate pavement metrics due earlier in the year than the rest of the National Highway System, so a published table can mix vintages.
- IRI
- International Roughness Index, the standard measure of ride quality, produced by an inertial profiler and reported in the United States in inches per mile. Federal condition thresholds place a pavement section in the Good band below 95 and the Poor band above 170. The Fair band between them is wide. Service life and its thresholds go into the rest of the metrics.
- ITS
- Intelligent transportation systems. The instrumentation layer of a road: sensors, cameras, changeable message signs, variable speed limits, ramp meters and the software and staff behind them. What is deployed on an instrumented corridor is largely measurement, driver information and staffed monitoring, and the live dispute in the field concerns how much benefit those activities produce.
- LCA
- Life-cycle assessment. A method for tallying environmental impacts across a product's life, from raw material extraction through manufacture, use and end of life. Its answers depend on the system boundary drawn, the datasets used and the impact categories chosen, so two competent assessments of the same material can disagree without either being wrong.
- LCCA
- Lifecycle cost analysis. An economic comparison of design alternatives across a period long enough to contain at least one major rehabilitation of each. The discount rate chosen and the decision whether to count user costs move more outcomes than material prices do, so the rate matters more than the totals suggest. The method and its limits are worked through separately.
- MASH
- The AASHTO Manual for Assessing Safety Hardware, the crash-test protocol a roadside device must pass before it can be installed on federally funded roads. It superseded an earlier protocol on a dated schedule, and hardware qualified under the older one may stay in service, so one road can carry devices tested to two different standards. - MUTCD
- The Manual on Uniform Traffic Control Devices, approved by the Federal Highway Administrator and binding as the national standard for signs, signals and markings. Its scope covers every street, highway and bicycle trail open to public travel, including privately owned roads the public may drive without restriction. A state manual must conform to the national Standard statements as a minimum. How the standards interlock explains the enforcement route.
- NBI
- National Bridge Inventory. The federal database of the nation's bridges, compiled from state submittals made under the National Bridge Inspection Standards. Condition ratings for deck, superstructure and substructure are the fields most often quoted from it. Reporting is migrating from the long-standing coding guide to a new inventory specification, so field names and thresholds are in transition. - NEPA
- The National Environmental Policy Act, the statute requiring federal agencies to examine the environmental effects of actions they fund or approve. For a highway project the class of action assigned to it determines how heavy the resulting documentation is, and that classification is settled early. INVEST awarded no points for complying with it, on the program's stated ground that the tool rewarded practice beyond what regulation requires.
- NEVI
- The National Electric Vehicle Infrastructure formula program, the federal funding channel for highway charging. Its defining requirement was geometric rather than technical: charging roughly every 50 miles along designated corridors, close to the highway. That turned a vehicle policy into a real estate, electrical service and utility interconnection problem for state transportation agencies.
- NHS
- The National Highway System, the federally designated network carrying the strictest condition reporting and the largest share of federal-aid attention. Membership matters administratively rather than physically: performance targets, asset management requirements and reporting deadlines attach to National Highway System mileage, not to all public roads, and the same road can change status without changing at all.
- PCI
- Pavement condition index. An agency-computed score, commonly on a 0 to 100 scale, summarizing surface distress observed in field or automated surveys. It carries no federal definition: national pavement reporting uses roughness, cracking, rutting and faulting as separate measures, so a condition index figure is comparable only inside the agency that produced it and only against its own history.
- Perpetual pavement
- A design philosophy aimed at removing the terminal date from a pavement structure. The federal definition sets it at an asphalt pavement built to last more than 50 years without major structural rehabilitation, needing only periodic renewal of the surface. The claim concerns the structure rather than the surface, and its weak points are frost protection and whatever sits beneath the layers.
- Ramp metering
- Signals on a freeway entrance ramp releasing vehicles at a controlled rate to protect mainline flow. It is among the oldest deployed traffic management measures, and one metropolitan evaluation switched every meter in the system off, left them off, and measured what changed.
- RAP
- Reclaimed asphalt pavement. Material milled from an existing road and returned to new mixtures, where it supplies both aggregate and aged binder. The fourteenth annual industry survey put more than 89 percent of the material reclaimed from old asphalt pavements back into new ones, with the remainder going to lower uses such as unbound aggregate base. The age of the recovered binder constrains how much can go back in. Recycled asphalt in practice covers the specification limits.
- Return period
- The average interval between events that equal or exceed a given magnitude, and the inverse of annual exceedance probability. The word average carries the meaning: actual intervals run both longer and shorter, and a 100-year event that happened last year has done nothing to the probability of the next one.
- Right of way
- The land corridor a public road occupies together with the legal interest the agency holds in it. Acquisition, appraisal and utility relocation inside the right of way are scheduled work in their own right, ahead of any construction, which is why a design that stays within existing right of way avoids an entire class of delay and a design that widens beyond it inherits one.
- SCM
- Supplementary cementitious material. A material substituted for part of the portland cement in concrete, overwhelmingly fly ash left by coal combustion or ground granulated blast furnace slag, a by-product of iron production. Replacement has technical limits beyond which strength or durability suffers, and both principal supplies come from industries that are contracting.
- Scour
- The removal of streambed material from around a bridge foundation by flowing water. Inspection rules treat it formally rather than as a hydraulics footnote: an observed scour condition rated serious or worse shortens the inspection interval, and demonstrated stability against potential scour is a precondition for the longest intervals available.
- STIP
- Statewide transportation improvement program. The multi-year, fiscally constrained list of projects a state intends to deliver. It runs for four years at minimum, absorbs each approved metropolitan program unaltered, and feeds implementation out of its first four years, which makes appearing in it the working test of whether a project is real.
- Subgrade
- The prepared natural ground beneath a pavement structure, and the layer whose behavior under moisture and frost sets the ceiling on everything above it. Differential frost heave here can take a good ride to a poor one inside a few months, on a timescale that structural distress in the layers above does not work to.
- Superpave
- The performance-based system for specifying asphalt binders and designing mixtures, organized around graded binders, consensus aggregate properties measured by named test methods, and volumetric mixture design. Its binder selection procedure begins with the climate at the site and then permits the high-temperature grade to be raised for traffic conditions.
- TAMP
- Transportation asset management plan. The document in which a state sets objectives, measures and targets, condition and performance analysis, risk analysis, a financial plan and investment strategies for its pavements and bridges. A financial penalty stands behind it: fail to develop and implement one, and federal participation in the state's National Highway Performance Program work is capped at 65 percent for the fiscal year.
- TMC
- Traffic management center. The staffed room where camera feeds, detector data and incident reports arrive, and from which signal timing, message signs and lane control are operated. It is the component of an instrumented corridor made of people and procedure rather than hardware, and it has to be staffed before anything the sensors detect can be acted on.
- V2X
- Vehicle-to-everything communication. Short-range radio links between vehicles, and between vehicles and roadside equipment, intended to warn a driver or a vehicle about hazards outside the reach of its own sensors. The technology has been demonstrable for years while spectrum decisions, standards changes and license deadlines have kept deployment thin on the ground.
- VMT
- Vehicle miles traveled. The total distance driven by all vehicles over a period on a defined network, and the denominator behind fatality rates, fuel tax forecasts and congestion measures. Outside a few systems it is estimated from state-reported data rather than counted, so any rate resting on it inherits that estimate's error along with its own.
- Warm-mix asphalt
- Asphalt produced and placed at lower temperatures than conventional hot mix, using additives, foaming or organic waxes. Plant energy use falls and emissions fall with it, but by how much turns on the particular technology and how it is run, and federal reference material records that the environmental cost of manufacturing some additives remains unestablished. The evidence on warm mix separates the three claims.
- Work zone
- The stretch of road where construction or maintenance changes normal traffic operation, running from the advance warning area through the activity area to the point where traffic resumes its usual pattern. It is a safety problem and a scheduling problem at once, and the number of work zones a design implies across its service life is a legitimate input to comparing alternatives.
